This appears to be one of the new CalTrans-style bells, but it's on Main Street in Templeton, not on the highway. Main Street is likely the historic route of the El Camino Real; it connects with the route of El Camino Real south towards Atascadero and north towards Paso Robles (where the El Camino is now highway 101).
The bell is just inside the picket fence of a small building that is probably a private home, but it's accessible from the public sidewalk.
