Not sure why this particular stretch of roadway requires such an unusually slow speed. It is a minimally used entrance into major shopping mall, on the back side of the mall. Maybe you are to drive slow so you have time to read the informational signage below the speed limit posting that tells you not to solicit, not to post handbills and not to park overnight.
