The Kunstmuseum Basel houses the largest and most significant public art collection in Switzerland, and is listed as a heritage site of national significance. Its lineage extends back to the Amerbach Cabinet purchased by the city of Basel in 1661, which made it the first municipally owned museum (from Wikipedia). The original collection was split into the predecessors of the current art museum, history museum and museum of natural history.
The current location of the art museum was built 1936. The frieze is over the main entrance to the patio behind the arcade. I have not found any relevant information about the building itself, just the artwork inside is well documented.
