Built around the time that The Wizard of Oz was produced, this house was originally one of four...and because they were built on a hillside, they appeared to be rather diminutive. Those circumstances gave birth to the legend that the houses were built for small people....and in some versions of the story...for the Munchkins themselves. Notice how the normal speed limit sign appears taller than the roof of the house.

See a more detailed version of the legend at (visit link)

and it's also mentioned on the Wikipedia article about Mt. Soledad: (visit link)

It is a steep hillside drive up to this site on a narrow road---with no parking...so, a visit to the area may just be a brief stop to take a photo...and, remember, this is a private home, so please respect the privacy of the residents.
What's the Real Story?:
The real story is that the building just appears to be smallish since it is built on a steep hillside and the architects accomodated the landscape.
