If you're heading North on 1st St. NE, take a right on 35th Ave. NE and go straight down until it dead ends on Poplar St. NE. A quick left and an immediate right will put you at the entrance to the boat ramps.
Crisp Park offers two boat ramps to area boat owners and both appear to be reasonably well maintained with a pretty steep slope for boaters with larger vessels. There was plenty of parking around both sides of both ramps so except for busy weekends parking should not be an issue if you arrive early.
I didn't see any signs restricting the hours for which the park is open but will edit this if/when I find there are any restrictions.
In speaking to one of the boaters just coming in he recommended the South side ramp for launching as when the tide is out the one on the North can be difficult to launch as it gets pretty shallow. He indicated that the opposite would be the case when taking out as there is a large drop off immediately after the paved surface of the Southside ramp that can making pulling your wheels out very difficult.
