This building was constructed in 1953 and presumably, the fallout emblem was added under a decade later. The emblem looks to be in perfect shape minus the capacity number.

The emblem is located about 15 feet in the air, just above the 1953 cornerstone, attached to the brick, located to the right of the entrance. It is just high enough for no one to have messed with it after all these years and to much of an annoyance to have to of been removed by schlepping a ladder up the ramp. I have a feeling it will be here for another fifty years. There is a concrete basement to this building which probably was designated as the shelter area. Judging by the size of the foundation, I would estimate the holding area to be useful for about 125 people.
