Unlawful Felony - Pahrump, NV - Unusual Signs on Waymarking.com

This sign is located in the parking lot of a post office in Pahrump. I've read this sign a few times and the grammar makes no sense to me. To get a better understanding I read the Nevada Revised Statute, seems like the first offense is a misdemeanor. I'm starting to understand why Nevada public schools rank last in the nation!
