The Disaster! attraction at Universal Studios presents a ficticious director of epic disaster movies. The tank, and its attacking octopus arm, are one of several 'movie props' on display in the que.

Located at the start of the line to the attraction, the tank appears to be real, judging from the supports found beneath it. The octopus arm is made of fiberglass. If I recall correctly there was a sign describing this prop and the 'movie' it was in. The majority of the other props are airplane related, with a large mechanial shark.
Note: Frank Kincaid is played by Christopher Walken.
