This looks to be to be some type of planter. It has 5 prongs projecting into the ground that are on springs, presumably for tension. It has a couple of levers, presumably for height adjustment. It has steel wheels and a projection in the front for hitching (to a horse / tractor?). It sits abandoned in a wooded area of Cuyahoga Valley National Park.
