The Howe House, where this is located, is operated as a museum by the Phelps Community Historical Society, and is open to the public. According to the historical society, this is one of the few remaining two-story outhouses in the US. It has entrances from both stories; to get to it from the second story, you have to walk across part of the roof. The Howe House, including its state-of-the-art two-story privy, was built in 1869, for Dr. John Quincy Howe. The impressive, Victorian home has been a prominent landmark in Phelps since then.

The Howe House was donated to the Phelps Community Historical Society in 1999, which renovated the house and now uses it as a museum.
