Norwich City Hall is an unaltered example of the Second Empire style of municipal government architecture. The building has been the seat of Norwich's government since its erection, which occurred between 1870-1873.
The City Hall architectual firm was Evan Burdick and the contractor was John W Murphy. A new wing was added around 1909, designed by Charles H Preston.

Norwich City Hall is a monumental red brick Second Empire building located in a prominent position on Jail Hill dominating Norwich's downtown core.

The building stands at the junction of Broadway and Union streets facing Union Square. It is 110 feet deep and 108 feet wide. It has 3 stores with a french roof. The basement story is cut granite, the other stores are galvaized iron and the roof is covered with tin. The tower contains a clcok with illuminated dials, which are lighted up by night and a 3,000# bell, is used by the clock and also acts as a fire alarm bell. The cost of the building in 1875 dollars was $350,000
