As far as I can gather, this weird little buggy is a "Hartley & Teeter Track Inspection Pedicycle", manufactured by the the Light Inspection Car Co. of Hagerstown, Indiana circa 1880. It is apparently missing a seat, (unless railroad workers are tougher than I thought). It is on display at the relocated and restored Shelburne RR depot, at the Shelburne Museum in Vermont.
