A Civil War soldier stands with his proper right hand raised in front of him where he once held a rifle. His proper right leg is braced from behind by a stump. He is dressed in a uniform and a wide-brimmed hat. The sculpture is mounted atop a shaft with a tiered lower section set upon a stepped bottom. Crossed flags in low relief appear on the rear of the base. Cannonballs rest at the top of each corner of the bottom tier.
Inscription: (On left side of base, raised lettering:) "THIS, WE RAISE/A LOVING TRIBUTE,/TO THE PAST, PRESENT/AND FUTURE." (On right side of base, raised lettering:) IN MEMORY OF/THE/FRANKLIN COUNTY/VETERANS/FROM THE/MILLICAN CHAPTER/U.D.C./AUG. 10, 1910 (On rear of base, raised lettering:) 1861-1865/TO OUR/CONFEDERATE/SOLDIERS
