The Handley Library was a gift to the City of Winchester from Judge John Handley, who although born in Ireland, was a resident of Scranton, Pennsylvania. Aftr several brief visites, Judge Handley greatly admired Virginia and its style of life, with the town of Winchester, and its Scotch-Irish heritage.
After Judge Handley died in 1895, in his will he left money for the erection of a great library "for free use of the people of the City of Winchester". The library was built in 1908. The architects for the building were J. Stewart Barney and henry Otis Chapman of New York.
