For years I thought "Spence Station" was some kind of postal term, but I recently found that this part of Newport was called Spence at one time. This may be a neighborhood name, but I believe it derives from Brent Spence, a former Kentucky congressman from the area. It's a small p.o., and I would think it's use would be called into question because of the larger facility a few blocks away. Newport is a city of 17,000+ and in past days served as an illicit playground for the Greater Cincinnati area, hence the nickname, Sin City.
