Frederick Hamilton-Temple-Blackwood, 1st Marquess of Dufferin, writer, traveller, linguist and diplomat was the 3rd Governor General of Canada from June 25, 1872 to November 25, 1878. The granite stone with the dark red plaque is located on the south side of Château Frontenac accessible by the Dufferin Terrace boardwalk.
Designated as National Historic Person in 1975 the plaque was placed in 1991. More about the Marquess of Dufferin can be found here and here.

MARQUESS OF DUFFERIN
(1826 – 1902)
Écrivain, voyageur, linguiste et diplomate, lord Dufferin
fut gouverneur général du Canada de 1872 à 1878.
Durant son mandat, il parcourut le pays en tous sens en
compagnie de lady Dufferin. Imbu de l’importance de ses
fonctions, il refusa de n’être qu’un personnage de parade.
Il joua donc un rôle actif, voire partisan, dans les
luttes politiques de l’époque, en particulier à l’occasion
du scandale du Canadien Pacifique, de l’amnistie
d’Ambroise Lépine et de l’affaire du chemin de fer de
partie des remparts de Québec et la construction de la
terrasse qui porte son nom.
Lord Dufferin, author, traveller, linguist and professional
diplomat, was Governor General of Canada from 1872
to 1878. During his term of office, he and Lady Dufferin
travelled extensively throughout the country. Holding
strong views about his office, he refused to remain a
figurehead and played an active, often partisan role in
the political battles of the day, notably those arising
from the Pacific Scandal, the Lépine amnesty case and
the British Columbia railway issue. He was also
instrumental in the reconstruction of a part of the
Québec ramparts and the terrace named in his honour.
