From what I read it is a friendly shop for those on a budget with haircuts going for $12. The waymarked pole is in front of the store to the right attached to a wooden support which is holding up an awning/roof type deal. If you go the left and look on the side of the wall there is a smaller one there as well. The pole was not rotating while I was there as the shop was closed but it is in excellent condition.
