La ciudadela se sitúa en lo alto de una de las colinas (jabal) sobre las que se extiende la ciudad. Es Jabal Al-Qal'ah, la más alta de la ciudad, que domina su entorno desde los 800 metros de altura. En ella encontramos, además del templo de Hércules, el palacio Omeya, construido en el año 720 sobre una iglesia bizantina anterior.

El templo de Hércules fue construido en el siglo II durante el mandato de Marco Aurelio.
