Checked the area closely, but no culvert under the roadway was found on either side of the pavement. The water flow is from a small creek and nearby spring. Likely very limited during dry times and up after hard rains. Several cars and trucks made the crossing while I was exploring the area.

Per Touring the East Tennesse Backroads by Carolyn Sakowski (page 145), 1.1 miles from TN347 on Ebbing and Flowing Spring Road, "the creek literally flows across the road."
