This massive monument was installed in 2005, built with donation of Moscow government and private parties.
The plaque in Russian reads:
Emperor Alexander II
In 1861 he put an end to serfdom in Russia, freeing millions of peasants from long lasting slavery
Performed military and justice reforms
Introduced a system of local self-government, town and regional parlaments
Ended the long lasting Caucasus War
Freed Slavonic nations from the Osman yoke
Died on March 1st, 1881 in result of a terrorist assault
