In 1828 a number of German-speaking families from Rowan County, North Carolina, began relocating to Fountain County, Indiana. By 1832 enough had arrived to justify the organization of a new Lutheran congregation. In 1835 the congregation became the Phanuel Evangelical Lutheran Church. Land for the first church building and cemetery was donated in 1836 by Jacob and Elizabeth Linebaugh Bowman. The current church building dates to 1917.

Many of the graves in the adjacent Wallace Lutheran Cemetery bear names that are Anglicized versions of German names, such as Sower for Sauer and Livengood for Leibengut. Descendants still live in the area.

The German settlers also founded the nearby town of Wallace, known then as Jacksonville.
