Portrait of Caesar Rodney, dressed in colonial military uniform with a tricorn hat, on a galloping horse, holding the reins in his proper right hand. On the base are two reliefs. The relief on the west side pictures Rodney casting his vote in Independence Hall --two men are seated at desks, three others are seated facing them while one man is making an impassioned plea. In his proper left hand he holds a tricorn hat and sword. The second relief shows Rodney arriving at Independence Hall and being greeted by Thomas McKean --a male figure in an outdoor setting, greeting another man who has just dismounted from his horse. A Colonial soldier stands in background at attention.

Caesar Rodney (October 7, 1728 – June 26, 1784), was an American lawyer and politician from St. Jones Neck, in Dover Hundred, Kent County, Delaware, east of Dover. He was an officer of the Delaware militia during the French and Indian War and the American Revolution, a signer of the Declaration of Independence, a Continental Congressman from Delaware, and President of Delaware during most of the American Revolution.
