According to the St. Anne Shrine website:

This parish was founded in 1869 for the French Canadians who had come to Fall River, it was placed under the patronage of St. Anne, a popular saint among French-speaking people.

The lower church was built in 1894-1895. For seven years the construction was suspended to collect sufficient funds. Then the upper church was built from 1902 to 1906. The focus of pilgrims remained on the lower church.
