From a City of San Francisco parks department master plan pdf:
"History and Context
The physical design of the Music Concourse is a remnant of the Mid-Winter Fair. The sunken
concourse was the Grand Court during the fair, a large open landscaped area with pathways for strolling and a large “Electric Tower” for a centerpiece. The fair’s buildings were arranged around the perimeter of the Grand Court."

The Electric Tower centerpiece was torn down for scrap as soon as the fair closed. It wasn't until 1924 that the its space in the central circle was filled with the installation of the Rideout Fountain.
