This is a scenic and relatively short freeway which connects San Jose and San Francisco. The only reason a rest stop is useful is because the freeway doesn't pass near the center of any other towns in between.
The rest area is famous for the giant statue of Father Serra on the hillside above it. A nicely landscaped path climbs to its base. From the hill, people can get a view of Crystal Springs reservoir to the west.
