This is a Viquesney's Spirit of the Doughboy Statue located in a very small park in Belmar, NJ. There are two small cannons in the park as well as a couple of benches.
The front of the memorial says:
1914-1918
Dedicated in honor of those who entered the service of their country from Belmar, New Jersey and in memory of those who gave their lives in the world war.
