This mural was painted by John Cerney in February, 2008. Judging by the details, especially the hats, and by the Betty Boop tattoo, it's meant to be set in 1945 - in the era of Steinbeck's Cannery Row.
It's not obvious that these guys are playing at a party - indeed, it appears as if they are on their lunch or dinner break at the cannery and are just passing the time. However, this mural must be inspired somewhat by a Steinbeck quotation on parties, since the mural is next to a sardine-can shaped sign which reads:
"The nature of parties has been imperfectly studied. It is, however, generally understood that a party has a pathology, that it is a kind of an individual and that it is likely to be a very perverse individual. And it is also generally understood that a party hardly ever goes the way it is planned or intended."
