The statues are by Robert Arneson and were made in 1989. "They're both identical. Therefore, each one's open eye is looking into the other's closed eye. Below is a closeup of one of them. The sculpture is a bit of a jab at lawyers since it is outside King Hall they are talking to each other but they both lack ears to hear the other, and can't see eye to eye." (visit link)
