This park has a complicated paternity. The land is owned by the county, but they do not staff or maintain it in any way. The park is operated by the North County Youth Recreation Association, which is the umbrella organization for Little League, soccer, softball, and BMX teams, maintaining about a dozen sports fields here. The park driveway gate is only open during sanctioned events. However, it's a good idea to park outside the gate, even if it is open when you arrive, since it may be closed without warning as soon as official events are over for the day. Hikers, bicyclists, and equestrians are allowed into the park any day between sunrise and sunset, with a walk-around access at the main gate.
Almost all of the park's acreage remains in native coastal scrub vegetation, with hardpacked and sandy trails encircling the whole park and leading to some interesting vista points.
