14. The CITY HALL (open 8-5 weekdays), 200 E. Wells St., for years has dominated the downtown skyline with its 350-foot clock tower and domed cupola. An eight-story building designed Koch and Esser in the manner of a Flemish Renaissance town hall, it stands on an odd triangular shaped plot determined by converging streets. Built in 1894-5 on 25,000 piles driven into reclaimed marshland, it replaced a brick and wood city market. Around a center well, which extends the height of the building, are offices and assembly rooms.

Today the City Hall remains the same as it did 70 years ago. Although the clock tower is currently encased in scaffolding for repair work.
