Although technically outside, the best place to view this rush of water (which presumably simulates a wave) is from the inside glass tunnel.

Located in the world renowned Monterey Bay Aquarium, you can expect to see a passel of kids in the glass tunnel at the Rocky Shores exhibit. From the outside, the Wave is quite impressive, and you're sure to get splashed if you stand too close.
The water empties out of a large pipe and splashes down on the curved glass tunnel below, which is supposed to simulate a breaking wave on a rocky coastline. The water empties into a large tank area which is surrounded by glass. Inside this large glass enclosure can be seen fish and other sea life that the Aquarium staff keeps well stocked and maintained.
