The pagoda's plaque explains:
"Pagodas are Buddhist towers derived from the stupa, or funeral temples, of ancient India. The five tiers of the pagoda represent, from bottom to top, earth, water, fire, air, and heaven. This pagoda was donated by San Mateo's sister city, Toyonaka, Japan, in 1966, and has been the centerpiece of the garden since its opening. "
This pagoda is tucked under large trees at the far side of the koi pond in the Japanese Tea Garden.
