"Emergency Operations Plan, City of Manchester, 1971

Had the Soviets launched a nuclear attack against the United States, the nearest ground zero would most likely have been Boston or New York. Nevertheless, Manchester was ready.

By 1971, nine years after the Cuban Missile Crisis — the height of the Cold War — the city of Manchester had in place a detailed response plan to be activated in the event of a nuclear strike upon the United States. At its core was an extensive fallout shelter system, a system capable of accommodating and feeding two thirds of the city’s population for up to two weeks.

Thirty-seven years later, the Cold War has been replaced with the War on Terror, the threat of nuclear war replaced with threats of dirty bombs and chemical and biological warfare. All that remains of the city’s fallout shelters, and its Cold War past, are the occasional black-and-yellow signs sporting the radiation symbol indicating where the shelters used to be."
