Through the 1870s and into the 1900s, Milan, Ohio had several subscription libraries that were housed in a number of places, including the local drugstore, jewelry store, and the town hall. When the township trustees increased property taxes in 1909 to make a free public library, patronage increased. The need for a larger, permanent library space was evident, and a Carnegie grant was sought.

Andrew Carnegie gave the Milan Library an $8000 grant, and land was donated by A. L. Hoover and William A. Galpin. Hans Liebert of Lorain designed the building, and a Sandusky contractor, George Feick, was hired. The building was dedicated in 1912 with an address from Azariah Root, the Oberlin College librarian who had been instrumental in forming the Carnegie Library there. Since then, the library has served the community and the school district, merging with the Berlin Heights library in 1965.

The Milan Public Library is still open to the community. It was remodeled between 1972 and 1974 and expanded in 1980. Internet has been available since 1997, and the library is now linked in to the CLEVNET system.
