Survey disc is set in a concrete post about 20 yards up from the edge of the bank, even further now that the water is so far down, and will require some climbing and hikng through thick growth.
TVA Surveyor informed me:
"This is a silt range monument set by TVA before the reservoir was built. They established these monuments before the reservoir was filled with water to estimate the amount of silt that would fill the reservoir over the years."
