Ce repère de nivellement est placé précisément à l'entrée de la ville close de Concarneau,juste devant le fameux beffroi. Il voit passer chaque année plus de 1,5 million de personnes.

Ce beffroi est sans doute l'élément le plus célèbre de la ville. Symbole de Concarneau, il est lié à l'histoire de la mesure du temps. Pour connaître l'heure, les Concarnois profitaient des sirènes des usines et des cloches des églises, mais l'horloge devient progressivement un instrument indispensable. Placé sur les fortifications à l'entrée de la Ville Close , le beffroi devient rapidement le symbole de la ville. Par la délibération du Conseil municipal du 8 septembre 1906, le conseil décide qu'une plaque commémorative en métal ou en marbre soit posée contre le campanile de l'horloge, rappelant la date de la délibération demandant son édification. On ne trouve aucune trace de cette plaque aujourd'hui mais elle a probablement existé. Dans les années 1960, un architecte avait envisagé « de restaurer le beffroi tel qu'il était auparavant ». II proposait de supprimer ce typique clocheton qui domine l'entrée de la citadelle, tollé général et l'idée fut abandonnée.

The belfry is undoubtedly the most famous element of the city. Symbol of Concarneau, it is related to the history of the measurement of time. To know the hour, Concarnois benefitted from the sirens of the factories and the bells from the churches, but the clock becomes gradually an essential instrument. Placed on the fortifications at the entry of the Closed City, the belfry quickly becomes the symbol of the city. By the deliberation of the Town council of September 8, 1906, the council decides that a marble or metal commemorative plate is posed against the bell-tower of the clock, pointing out the date of the deliberation asking for its construction. No trace of this plate today is found but it probably existed. In the years 1960, an architect had planned “to restore the belfry such as it was before”. II proposed to remove this typical pinnacle which dominates the entry of the citadel, outcry general and the idea was abandoned.
