For me, the main attraction of the park is the boulders, and the best time to view them is in the winter time, when there is not all of the foliage blocking your view. I would advise that the road to walk in is not very long, but it is rather hilly. Also, there are signs warning not to climb on the rocks or the bluff. There are some unpaved trails that will lead you to the boulders. The observation deck is partially visible from I-270 just south of Big Bend.
