The City of Benicia operates its own treatment plant located along the waterfront. The plant provides secondary level treatment for combined domestic, commercial and industrial wastewater from sources within the City. Treatment process consists of detriter grit chambers, primary clarifiers, rotating biological contactors (RBCs), secondary clarifiers, chlorination and dechlorination. Sludge is thickened via gravity thickener, anaerobically digested, and dewatered by a belt filter press before it is disposed of offsite at a permitted landfill. (From an EIR on plant expansion).

The facility is fairly low-profile with residents on the nearby hills have unobstructed views of the shoreline. The northern edge along E G Street is nicely landscaped, and locals refer to the edge as a park. There;s just that slight smell in the air...
