In 1931, Jesse H. Jones and other prominent bankers in Houston, including Governor Ross S. Sterling, met secretly to prevent the failure of two Houston banks - Public National Bank and Sterling's
Houston National Bank. Jesse Jones purchased Public National Bank, renaming it Citizens National Bank, and a controlling interest in Houston National Bank, saving both. Because of Jones’s actions, not a single financial institution in Houston failed during the depression - and Jones became the most powerful man in the city.
