Ueno Park is one of the most popular parks in Tokyo for viewing the Sakura (Cherry Blossoms) during Spring. This statue depicts Saigo Takamori walking his dog.
Takamori was one of the most influential samurai in Japanese history, and has been dubbed "The last true samurai". You can read more about him on wikipedia.
