City Hall's can run the gamut from historic, ornate landmarks to modernistic glass and steel structures. More than anything, they usually reflect the towns status, its destined status or optimistically, its hoped for status.
With nearly 40% of its citizens at or below the federal poverty level, the Donna City Hall reflects where the town is. Located in a rundown industrial section of town, away from the downtown plaza square, the building is a nondescript, workingman's type of City Hall. There may not be any beautiful gardens and the fountain may not work, but walk in the door and the only counter is directly in front of you. Whatever your business, they can take care of it.
More than anything else, I think the sign on the front door of the City Hall Building speaks more about Donna than all the slogans the city can state about being "The heart of the valley."
