Stephen M. White was a prominent Southern Californian. He was Los Angeles District Attorney in 1882, a State Senator in 1886, and a US Senator in 1893. He is best known for fighting to create the Los Angeles Harbor in its current location instead of Santa Monica Bay.
The statue is made of bronze, and was made and first installed in 1908. It is 7 feet tall, on top of a concrete base 3.75 feet tall. It was moved from downtown Los Angeles to its current location in 1989.
