Bolivar County originally had only one county seat and it was finally settled at the Mississippi River town of Rosedale after changing a few times prior to this. With the expansion of towns in eastern Bolivar county and the great distance from these towns to Rosedale, the county in 1900 added an addition judicial district to the county with its seat in Cleveland. The original Cleveland courthouse was completed in 1901. The current courthouse was built in 1923-1924 on the site of the first.
