Towards the end of the 19th century, Sugar Loaf Bluff was part of a quarrying operation.

The unusual formation seen here was throught to have resulted from the quarrying of the limestone which was then used for Winona's sidewalks and brick buildings. Rising over 450 feet above Winona, the peak, in its original configuration as a rounded dome with a fringe of evergreen on the crown was well known to early exploreres, traders, tourists, and river boat pilots
