Not quite sure why they have an officer of the law doing brick work. Perhaps in order to walk a beat, you have to build it first.

Update: Called the museum today. She stated that a local artist did this while they were constructing the whole police plaza (turns out everything for the Toronto police is housed in this area - not just the museum). This was to signify the police and the community building & working together.
