"L.A. Prime Matter" Fountain by Eric Orr 1991. Located in front of the Sanwa Bank, Corner of S Figeuora St and Wilshire Blvd, Downtown Los Angeles, CA. The 35 ft tall sculpture is a column with a steady stream of water flowing over it. I saw pictures of it with a flame running vertically, too -- not active when I visited. The fountain is sitting in front of the Sanwa Bank building in the LA financial district. The Public Art LA web link has lots of good information.
