There are a lot of pine trees in northeast Florida, and a lot of cell towers, so it seems only natural to disguise one as the other. This is a perfect example of that, and would work pretty well if it weren't for the tower being a good 30-40 feet taller than any tree nearby.

As a running joke, these are known as 'Virginia Pines' by my wife's family.
