This is the Old Oswego County Jail, located on Route 481 just South of the City of Oswego, New York.

The old Oswego County Jail sits on the West side of Route 481, while the new Oswego County Jail sits directly across the road on the East side. The building is used by the county for storage purposes and the last time I asked around about it, it was not open to the public. A lot of people pass right by the front door everyday, as the NYS DMV is on the same dead end street.
