The park's webpage says this was part of a WWII Nike base, but actually Nike missles systems were deployed after WWII. This site was actually Newport Naval Air station which was used in WWII for pilot training. As a Nike base, it was active from January 1955-February 1963. The site was derelict for years until Monroe County converted 84 acres into a park.
