The four "Civitas" statues were commissioned by the Rock Hill Economic Development council in 1988 and were put up in April 1991. The artist's commission was paid with private donations, and the casting was paid for with tax dollars. A fifth Civitas statue was placed in the City Hall Rotunda in 1992.
The twenty foot tall bronze statues were created by NY artist Audrey Flack. A fifth Civitas statue was placed in the Rock Hill City Hall Rotunda a year later. Each Civitas holds a symbol of Rock Hill. Gears represent business, flame symbolizes knowledge, stars stand for inspiration and creativity and a lightning bolt symbolizes energy.
"Civitas" is loosely translated from the Latin as "civic spirit."
